You enter the contest in Hemenster, west of Seers' Village. To win, you need specific Fishing bait (Red vine worms, obtainable during quest), Garlic (to repel vampire interference), and a Fishing pass. You must outsmart Sinister Stranger by using the garlic and catching the biggest fish. Success grants access to the underground tunnel shortcut.
